Subsequent to the running of Race 4 (THE O’LEARYS FILLIES STAKES), Information No. A10073 was filed with the Judicial Committee. The Informant alleged that Mr Hills permitted his mount BEAM OF LIGHT to shift inwards when not sufficiently clear causing crowding to FLAUNT IT GIRL, EXEMPLAR and PEACEFUL near the 1050m, with FLAUNT IT GIRL and EXEMPLAR being checked.

Rule 638(1)(d) provides:
A rider shall not ride a horse in a manner which the Judicial Committee considers to be: careless

Mr Hills said that he understood the Rule, Charge and confirmed to the Committee that he admitted the breach.

Mr Oatham showed the film replays and identified all the runners involved. Mr Oatham’s submission was that Mr Hills had been racing in a 4-wide position near the 1050m then shifted his horse in a horse-width when not clear of the inside runners. As a consequence of the shift FLAUNT IT GIRL, EXEMPLAR and PEACEFUL all suffered varying degrees of interference. Mr Oatham said that Mr Hills was less than one length clear of other runners when he shifted ground.

Mr Hills had nothing to say regarding the incident.


As the charge was admitted it was found to be proved.

Submission For Penalty:

Mr Goodwin said that Mr Hills had a good record with his latest breach of the Rule being on 4 November 2017 when a 5-riding day suspension was imposed. He placed the carelessness in the mid-range and recommended that a term of suspension be imposed.

Mr Hills only comment was that he wanted any suspension imposed to start immediately.

Reasons For Penalty:

Mr Hills allowed his mount BEAM OF LIGHT to shift in near the 1050m when not sufficiently clear of other runners. As a consequence three horses suffered interference. The Committee placed the carelessness exhibited by Mr Hills to be in the mid-range category.

The JCA starting point of 8 riding-days suspension was adopted and as it was a Listed Race an increase of one day was added, with a discount of one day given for the admittance of the breach and good record.


Mr Hills Jockey’s Licence was suspended from the conclusion of racing on 8 September up to and including racing on 21 September 2018 (8 days).
