Excessive use of the whip

Following the running of Race 2, the Harcourts Otaki Highweight, Stipendiary Steward, Mr N Goodwin presented an Information charging Mr T Johnson, a Licensed Rider, with excessive use of the whip a breach of Rule 638(3)(b(ii).

Mr Johnson has signed the Information admitting the charge.

Mr Goodwin identified Mr Johnson’s mount REX ROYALE and demonstrated from race film that, prior to the 100 metre point, he struck his mount 10 times with the whip (and 6 of these in succession). The horse finished in second place.


As Mr Johnson has admitted the breach is is found proved.

Submission For Penalty:

Mr Goodwin contended that a suspension was appropriate given the revised Whip Guidelines (where there are 10 or strikes a starting point of 6 national riding days is recommended).

Mr Johnson accepted that he had to be suspended but said he had had no previous breaches of the Rule.

Reasons For Penalty:

In determining penalty animal welfare concerns are paramount where the whip use is excessive to this degree.


Mr Johnson is suspended from the end of racing on Saturday, 17 October 2020 until the end of racing at Whanganui on Sunday, 1 November 2020, which equates with 7 national riding days, but in effect the 1 remaining Jumps Meeting after Saturday, 17 October 2020.
