Excessive use of the WhpEvidence:
Following the running of Race 2 (Monstavision Supporting Life Education Trust Hwt), Information A14561 was filed with the Judicial Committee. It was alleged by the Informant that Mr Chipperfield used his whip excessively prior to the 100m.
Mr Chipperfield said that he understood the Rule, Charge and confirmed that he admitted the breach.
Mr Goodwin showed the film replays and showed where Mr Chipperfield had struck his mount with the whip 8 times prior to the 100m.
Mr Chipperfield agreed that it was 8 strikes (5 is the limit).
Decision:
As the charge was admitted it was found proved by the Committee.
Submission For Penalty:
The Committee took into account all matters pertaining to the charge plus the fact that jumping/highweight riders have limited opportunities and considered that a fine of $250 was appropriate. The JCA penalty starting point is $300.
